What this solution does
BUSSOL Consent Manager is a module for the 1C-Bitrix: Site Management platform that provides comprehensive control over user consents, cookies, and third-party services in compliance with Federal Law 152. The solution goes beyond displaying a standard cookie banner: it automatically scans the site for external services, blocks their loading until explicit user consent is obtained, allows configuration of cookie categories, records consent history, processes data from forms, and maintains a detailed event log. Users are provided with a personal center to manage their privacy settings.
The module operates on a simple principle: install, activate, configure, and run automatically. No manual component placement, editing of header.php or footer.php files, or modifications to site templates are required. After installation and activation, the module automatically connects on all public pages of the site. This eliminates the need to add IncludeComponent() calls, manually load JavaScript and CSS files, or adapt the solution to specific ready-made templates.
For multisite projects, module settings can be configured individually for each site.
The module is designed with the 1C-Bitrix Composite Site technology in mind. User consent status is processed separately from static page caching, ensuring that the configuration and state of BUSSOL Consent Manager do not interfere with cached HTML. The module's operation with composite mode enabled has been tested on popular ready-made solutions: Aspro, INTEC, and Sotbit Retail.
BUSSOL Consent Manager is not tied to the specific HTML structure of these templates and requires no manual CSS adaptation. The user interface is isolated from site template styles, reducing the risk of conflicts with Bootstrap, CSS from ready-made solutions, custom styles, UI libraries, global selectors, and Bitrix component styles. Unique selectors and an isolated user interface are used for module elements. This allows BUSSOL Consent Manager to work effectively on both standard Bitrix sites and projects using ready-made solutions or custom templates.
The module includes an automatic site scanner.
BUSSOL Consent Manager includes a built-in site scanner for automatically detecting connected third-party services and resources. The tool crawls project pages to identify elements such as Yandex.Metrica, Google Analytics, Google Tag Manager, VK Pixel and other advertising pixels, video platforms YouTube, Rutube, Vimeo, as well as services Jivo, Calltouch, Roistat, reCAPTCHA, Yandex.Maps, third-party iframes, external JavaScript files, and other connected resources. Scan results are displayed in the administrative panel and used to configure blocking rules and category assignments. During scanning, site content is not transmitted to external SaaS services.
The Third-Party Services Manager allows administrators to centrally manage all services connected to the site. For each service, you can define a consent category, detection rules, blocking requirements, associated cookies, domains, resources, and behavior after consent is granted. This enables unified management of analytics, marketing systems, widgets, and external content through a single interface.
Blocking before consent
The BUSSOL Consent Manager module blocks the loading of third-party resources until the user grants consent for the corresponding category. Blocking applies to script, iframe, img, link, object, embed, and source elements. Additional client-side monitoring is implemented for dynamically created elements. Mechanisms are also provided to control dynamic requests via Fetch API, XMLHttpRequest, and sendBeacon where applicable.
The module supports integration with popular analytics and advertising systems, blocking their execution until consent is obtained. Scenarios for Yandex.Metrica, Google Analytics, and Google Tag Manager are supported, along with other connectable analytics and advertising systems. Custom blocking rules can be configured for non-standard services.
Support for Google Consent Mode v2 scenarios is implemented. The following parameters are available: analytics_storage, ad_storage, ad_user_data, and ad_personalization. Consent status updates automatically when the user changes selected categories.
Creation of arbitrary cookie categories is supported.
Administrators are not limited to a fixed set of categories. Custom categories can be created, such as: necessary, functional, analytical, marketing, advertising, personalization, and external services. Each category can be configured with specific parameters and linked services. Mandatory categories can be separated from those that users can independently enable or disable.
The module supports scenarios with Accept, Decline, and individual selection buttons. Users can accept all categories, decline optional categories, manually select necessary categories, change their decision later, or fully revoke previously granted consent. The decision made during the first site visit is not binding.
After closing the initial notification, users can reopen settings via the user consent management center. Through this center, users can view current permissions, modify categories, allow specific services, disable previously permitted categories, revoke consent, and save their new selection.
The module transforms a one-time cookie banner into a full-fledged consent management system. When a user revokes permission for a specific data category, BUSSOL Consent Manager can delete the associated cookies. Deletion is supported by exact cookie names, by wildcards, and by custom rules. This ensures that revoking consent affects not only the future launch of services but also already installed cookies that can be removed via browser tools.
Separate rules can be configured for different pages on the site. For example, the Consent Manager can be shown only in specific sections, specific URLs can be excluded, special rules can be applied to landing pages, or different policies can be used for separate parts of the project. This flexibility is particularly useful for large multi-site and multi-regional projects.
BUSSOL Consent Manager supports the multi-site mode of the 1C-Bitrix platform. For each site, you can define custom texts, categories, rules, policies, retention periods, services, URL conditions, and regional modes.
Regional modes
Projects operating across multiple regions utilize isolated consent processing scenarios. Administrators can configure distinct behavior rules for the BUSSOL Consent Manager module based on the selected site configuration or geographic region. This capability enables the implementation of tailored workflows for both Russian and international projects.
Consent Validity Period
Administrators independently define the retention period for user choices. Once the specified duration expires, the Consent Manager automatically triggers a request for renewed consent. This feature is particularly useful when policies are updated regularly or when the set of integrated services changes.
Policy Versioning
The BUSSOL Consent Manager maintains a record of all policy revisions. When the policy text or rule set is modified, a new version is created. The consent log records not only the fact of consent but also the specific policy version that was active at the moment the user made their choice.
Immutable Consent Snapshot
A digital fingerprint is generated for each policy version. The log preserves details regarding the exact policy edition visible to the user at the time the decision was made.
This prevents a situation where the policy text is updated, but an old log entry can no longer be unambiguously linked to its original version.
Protected Consent Log
The module provides an extended event log. Depending on the settings, the following may be recorded:
Date and time;
Site name;
URL;
Selected categories;
Policy version;
Digital fingerprint of the revision;
Bitrix user;
User-Agent;
IP address or its protected representation;
Change or withdrawal of consent.
An HMAC chain can be used for additional protection of the record history. This allows detection of sequence violations in saved records and increases the value of the log as a technical chronicle of user decisions.
IP and Personal Data Handling
The administrator can select the mode for processing IP addresses. Depending on the configuration, options include:
do not save IP;
mask IP;
save hash;
save full IP.
This allows the logging level to be adjusted to match the data processing policy of a specific project.
Consent Analytics
In the administrative panel, user actions can be analyzed. Metrics are available for a selected period, including scenarios such as:
full acceptance;
refusal;
Users can select specific categories, change their decision, or withdraw previously granted consent.
The system supports analysis periods of 7, 30, and 90 days.
Journal Export
The history of consents can be exported for internal analysis and reporting. Export of the journal in CSV format is supported.
Consents for Forms
The BUSSOL Consent Manager module is designed not only for cookie management. It also supports user consent scenarios within website forms. You can configure consent prompts for specific forms and link them to the standard consent mechanism of the 1C-Bitrix platform. This enables centralized management of:
- cookies;
- contact forms;
- personal data processing;
- other types of user consents.
Integration with 1C-Bitrix Agreements
The module supports integration with the built-in user agreement management mechanism of the 1C-Bitrix platform. This allows the use of the platform's standard consent storage system alongside the extended capabilities of BUSSOL Consent Manager.
Policy Generator
A policy generator is available in the administrative panel. It assists in drafting the policy text based on configured categories, integrated services, data processing purposes, retention periods, and site parameters.
The generator accelerates documentation preparation but does not replace legal review for a specific project.
Accessibility
The user interface was designed with accessibility standards in mind. Features include keyboard navigation, correct focus management, ARIA attributes, screen reader support, Esc key handling, focus restoration after closing, and an accessible element structure.
Localization
The module supports Russian and English localization. The architecture utilizes Bitrix language files, allowing the set of supported languages to be expanded.
Advanced Developer API
PHP and JavaScript APIs are provided for developers. The API enables retrieving consent status, checking allowed categories, reacting to selection changes, launching custom services after consent, working with custom categories, and integrating the Consent Manager with custom components and solutions. Events are available for integration with client-side JavaScript and the Bitrix event system.
Diagnostic Mode
The administrative section includes a dedicated diagnostic area. It helps verify whether the module is enabled and whether automatic connection is active.
The system automatically checks for the presence of the widget on the public site, the loading of the JavaScript file, the availability of configuration data, and the correctness of the automatic connection process. The administrator receives an immediate summary: the status of automatic connection, whether the widget was detected, the status of script loading, and confirmation of configuration retrieval. Manual component placement is not required. A re-check in real time is supported.
The BUSSOL Consent Manager module helps identify configuration errors before launching on a live site. Diagnostics cover the verification of main parameters, categories, policies, widget connection, availability of client resources, and the overall correctness of the current site's configuration. This simplifies module deployment and reduces the time spent troubleshooting.
The module does not require changes to the site template. In a standard scenario, the administrator installs the module, opens settings, activates BUSSOL Consent Manager, configures categories and policies, and saves the settings. The widget then appears automatically on the public site. Manual component placement is not required, although the component can be used as a backup connection method in special cases.
The BUSSOL Consent Manager module is designed for a wide range of projects, including online stores, corporate websites, portals, landing pages, and multi-site solutions. It is optimal for resources integrating Yandex.Metrica, Google Analytics, advertising pixels, and numerous external services. The tool is also suitable for sites based on ready-made 1C-Bitrix solutions and projects requiring centralized management of user consents.
BUSSOL Consent Manager is a comprehensive solution that goes beyond a simple cookie banner. The system ensures automatic integration without the need to modify templates and includes a built-in scanner for detecting third-party services. The functionality allows managing services, creating custom categories, and implements actual resource blocking until user consent is obtained. Support is provided for Yandex.Metrica, Google Analytics, Google Tag Manager, and Google Consent Mode v2.
The platform offers a central consent management hub, the ability to revoke previously given consent, and cookie deletion. It supports multi-site projects, regional modes, URL rules, and consent collection within forms. The module integrates with Bitrix agreements, maintains a protected log and analytics of actions, and manages versions of the privacy policy.
If “BUSSOL Consent Manager” fits the task, General iT can install the module, configure it and verify the result in the project.
