What this solution does
Federal Law No. 547-FZ dated December 28, 2024, has amended Federal Law No. 59-FZ dated May 2, 2006, "On the Procedure for Considering Appeals from Citizens of the Russian Federation." These amendments enter into force on March 30, 2025.
According to paragraph 1 of Article 4 of Federal Law No. 59-FZ, a citizen's appeal is a proposal, statement, or complaint submitted to a state body, a local self-government body, or an official. Appeals may be submitted in written form or as an electronic document. This is done using the Unified Portal of State and Municipal Services (Functions), other information systems of state or local bodies, or their official websites on the Internet, which ensure the identification and/or authentication of citizens. The option to submit oral appeals to state bodies and local self-government bodies remains valid.
As of March 30, 2025, website owners are legally required to perform identification and/or authentication of citizens before accepting their appeals. The current version of this module does not include built-in identification or authentication functions; this capability is under development. Site owners can implement the required verification independently, for example, by accepting appeals through a user's personal account that has already been authenticated by the site owner.
The module enables the rapid and low-effort implementation of a section for registering and processing appeals from citizens and organizations (electronic reception) on your website in compliance with Federal Law No. 59-FZ dated May 2, 2005, excluding user identification and authentication functions.
Implementing an electronic reception section is mandatory for websites of state bodies and institutions, as well as for websites of local self-government bodies.
The Mibok: Appeals Review Module (Online Reception) is designed for websites of state and municipal institutions, including schools, educational organizations, medical and cultural institutions, as well as for websites of organizations performing publicly significant functions. The solution operates on the 1C-Bitrix platform and handles citizen appeals submitted via email, delivered in person, or registered electronically.
The functionality includes creating an online reception section on the website with a standardized electronic form for submitting and registering applications. The system automatically sends a notification to the applicant's email confirming the registration and providing the assigned appeal number. Simultaneously, the website administrator or responsible person receives a notification about the receipt and registration of the appeal. A section for checking the status of an appeal by creation date and registration number is also provided.
The 'Electronic Reception' module provides a form for submitting and registering appeals from citizens and organizations on your website. The form includes all fields required by Federal Law No. 59-FZ:
Selection of appeal type (proposal, petition, complaint, etc.).
Selection of the addressee — an official or government body.
Selection of sender type (individual or legal entity).
Sender's surname.
Sender's first name.
Middle name (option 'Middle name not provided' available for cases where it is omitted).
Email address.
Contact phone number.
Postal address.
Text field for the appeal content with support for attaching files in formats such as jpg, gif, bmp, png, jpeg, doc, docx, txt, rtf, xlx, xlsx, zip, rar, gz, pdf, and others.
Confirmation of consent to personal data processing in accordance with Federal Law No. 152-FZ.
Fields marked with an asterisk are mandatory.
The module does not include user identification or authentication functions as defined by Federal Law No. 59-FZ. This functionality is currently under development.
